Paul Hembery says there are a "couple of little legal bits that are being tied up" before Pirelli's F1 future is confirmed.
Pirelli are expected to stay on as Formula One's sole tyres supplier into 2014 and beyond after agreeing deals with all parties.
As yet, though, there has been no announcement although Hembery insists it is just a matter of time.
"We have lots of signatures [on contracts]," the Pirelli's director of motorsport told ESPNF1.
"There are just a couple of little legal bits that are being tied up. If you put lawyers in a room they always come up with something new.
"We are working on something going forward, we have agreements with all the teams and the promoter."
Hembery added that even without an official announcement, Pirelli will still give the teams the information on the 2014 tyres when the October 1st deadline arrives.
"We have many contracts in place, we either say no to everybody and send the whole system into default... but we've had indications that the final pieces of paperwork should be done in the very near future."
